This program is designed for employers who wish to bring skilled employees to Canada to work on a permanent basis. It is intended to reduce the amount of time required for foreign workers to gain permanent residence.

  • Available in most provinces.
  • Open to employers who need workers for full-time, permanent, critical-skill jobs.
  • Process shares common features with aspects of Foreign Worker Program but is designed to have workers gain permanent residence more quickly.
  • Can be used in combination with Foreign Worker Program, for employers who wish to “try out” foreign workers before deciding whether to offer permanent work.
  • Employers search for and choose own foreign worker.

Step One: FWP Condition

  • **If employer wishes to have foreign national start work before all Provincial Nominee Program processing has been completed, Foreign Worker Program must be used to initially employ foreign worker.

Step Two: Have appropriate work

  • Have available a: full-time, permanent, critical-skill job, which meets provincial wage/employment standards and doesn’t conflict with existing collective agreements.
  • Complete appropriate application and include all required documents.

Step Three: Get notified

  • If employer's application is approved, the Provincial Nominee Program (PNP) will notify the employer.

Step Four: Recruiting

  • Employer recruits foreign national and makes job offer.
  • Employer submits Guaranteed Job Offer form to PNP along with required documents.

Step Five: Review and begin work

  • Once foreign national has received permanent residence and has arrived in Canada, employer must review foreign national’s permanent resident card to ensure it is valid.
  • Ensure foreign national obtains Social Insurance Number (SIN). If foreign national already holds a SIN, he/she will need to update it.
  • Have foreign national begin work.
  • Adhere to all provincial employment regulations.

Step One:

  • **If foreign national wishes to start work before all Provincial Nominee Program processing has been completed, Foreign Worker Program must be used to initially obtain work permit.

Step Two: Have a job offer

  • Have an offer of a permanent, full-time job from a Canadian employer whose Provincial Nominee Program (PNP) application has been approved.
  • Meet the requirements for the job that has been offered.

Step Three: Advised and apply

  • After the Canadian employer’s PNP application has been approved, the employer will advise the foreign national. Foreign national must then complete the appropriate application forms and send to PNP along with all required documents. Medical examinations, processing fees and police certificates are NOT required at this time.

Step Four: Approved and submit fees

  • Foreign national’s application will be assessed and, if approved, PNP will send him/her a Confirmation of Acceptance Letter along with some of the documents that he/she originally submitted.
  • Foreign national must submit required application and documents to Citizenship and Immigration Canada along with appropriate processing fees.

Step Five: Assessment

  • Citizenship and Immigration Canada will assess foreign national’s application and if approved, will advise foreign national.

Step Six: In Canada

  • On arrival in Canada, foreign national will present Immigration’s approval letter to Canadian Immigration Officer.
